READI History: Biography


Lieutenant Commander Hosea was born on February 18, 1968 in Delhi, LA and grew up in Northeast Louisiana. He graduated from Louisiana State University with a Bachelor of Science Degree in Accounting in May 1991. From 1991-1992 he was employed as the Office Manager for Hospital HomeCare, a Dallas, TX hospital home health care implementation and management company. He subsequently completed a Bachelor of Science Degree in Nursing at Northeast Louisiana University (Dec 1995). He was employed as a critical care nurse from 1996-1997 at North Monroe Hospital in Monroe, LA and was commissioned an Ensign in the U.S. Naval Reserve during June 1996.

In May 1997, he reported to active duty service at Naval Hospital Great Lakes, IL. Positions that he held while stationed at Great Lakes include critical care staff nurse, recovery room manager, and Advanced Care Life Support Program Director. In July 2001, he reported to Naval Hospital Lemoore, CA where he was assigned as the Operations Clinic Manager. In this position, he was responsible for managing Aviation Medicine, Physical Exams, Occupational Medicine, Preventive Medicine, and Industrial Hygiene for the Navy’s West Coast Master Jet Base (i.e., all of the Navy’s West Coast F-18 operational and training squadrons). Additionally, he was the assigned as Naval Hospital Lemoore’s Emergency Manager. During January 2003, Lieutenant Commander Hosea was selected at the Officer of the Year for Naval Hospital Lemoore.

In December 2003, he was selected to attend the Army-Baylor University Graduate Program in Health Care Administration at Fort Sam Houston in San Antonio, TX. After completing the didactic portion of the program in June 2004, he performed a diverse one-year administrative residency at University Health System, the Bexar County health system in San Antonio Texas. In January 2005, he presented a special study project, Content Validity of the Navy Readiness Estimate and Deployability Index, at the annual TRICARE Conference in Washington , DC . Upon finishing the residency, he was awarded a Masters Degree in Health Administration. He was then assigned as the Business Manager for the Emergency Medicine Department at Naval Medical Center Portsmouth, VA. During September and October 2005, he deployed to the U.S. Gulf Coast aboard the USNS Comfort in support of the Hurricane Katrina recovery operations. He is currently assigned as the Manager of a 24-surgeon Orthopedic Medicine practice at Naval Medical Center Portsmouth, Virginia.

Lieutenant Commander Hosea is a Fellow in the American College of Healthcare Executives (ACHE). He is the current President of the local ACHE chapter, the Healthcare Administrators of Tidewater (HCAT). His military awards include Navy Commendation Medal (2 awards), Navy Achievement Medal (2 awards), Meritorious Unit Commendation, National Service Medal (2 awards), Global War on Terrorism Medal, Armed Forces Service Medal, Humanitarian Services Medal, Pistol Expert Medal.
